Keith Bartley

Keith Bartley joined the General Teaching Council for England (GTC) as Chief Executive in March 2007.

Keith began his teaching career in 1976 after completing his post-graduate studies at Liverpool University. He taught in schools in both Kent and Norfolk.

In 1990, he left the classroom and held various local authority positions including the role of Director of Education at Rutland District Council.

Between 1999 and 2003 he worked at Ofsted as an HMI in the Local Education Authority Inspection Division leading inspections across England. During his time there he also represented the HMCI on the DfES Education Funding Strategy Group as the Ofsted advisor to the Secretary of State for Education and Skills and led the education sector’s element of the Audit Commission’s Comprehensive Performance Assessment of local authorities.

Keith was then appointed Director for Learning and Culture at Oxfordshire County Council and was responsible for bringing together the education and cultural services departments. He also successfully led the creation of the Children’s Services Authority and Children’s Trust arrangements, becoming the county’s first Director for Children, Young People and Families.

In his position as Chief Executive of the GTC, Keith oversees the Council’s engagement with over 550,000 teachers.

He says, “Teaching needs a strong and forthright professional body to serve the public by promoting the best possible standards of teaching.”

“I am passionately committed to developing a central position for the GTC within the education community, to develop a vision of teacher professionalism that will inspire teachers and command public confidence.”
